You can only buy these packs if you don't own any of the content already however a workaround is to log out of steam on a browser and add the pack you want to your cart then to log back in to buy it as a gift which you can activate yourself. This will also split the pack giving you the individual pieces in your gift inventory.

I love that one of the Steam reviews they decided to add to their promo video says 'the glitches didn't matter anymore, the graphics didn't matter anymore..' :laughing:.
