yeah that's the general problem with this stuff, cheap, but often so bad its not worth it. still each case as it comes I guess

Good price but cheap hosepipe is a very false economy - it'll drive you mad when it kinks every time you use it! Even my kink-free hose isn't perfect, this'll be very poor.

I'm sure this will be store specific, depending on unsold stock still hanging around - I saw this price a few weeks ago in my local store, but there were none left the following week, so I think you are probably lucky.
Having said that however, always worth allowing a bit of extra time to look around all the shelves of b&m for odd bargains, especially out of season stuff, as I found several gardening related products at ridiculous prices for a few weeks and couldn't work out why nobody bothered buying them - things like a greenhouse reduced from something like £40 to £7, and fencing down to £4.
