Yep. I use it for that and it's amazing. I also use it to finish off burgers and meat that I sous-vide and it's amazingly good.

I use one on our patio and it definitely works but requires going over every couple of weeks to keep things in check, especially during summer. I'm using the camping cooker gas cans with it and I'm surprised how long it's lasted considering it's just blasting a blue flame out the end. I'd guess 6-8 times around my whole patio per can. Can does get pretty frosty though.

I have a weed burner and its good for certain things like weeds just getting going between paving slabs and on common ground where there is no danger of spraying weedkiller only for kids, dogs etc to walk by a few moments after and potentially get weedkiller on them, in their mouths etc blah. I like to use it on Equisetum in particular. I also like to use it on weeds that have gone to seed - deliver the flame the right way and you can destroy the seeds as well as the weed leaves. (Cardamine hirsuta die die DIE!!!!). I would prefer Roundup on things like larger dandelions but its a bit of a faff cleaning out the sprayer and dosing for a few of them and this is a bit easier to repeatedly spot treat them to knock them back.
Hope this helps with some of the questions above.
Also don't forget things like dried leaves, such as accumulated leaf matter below large bushes, can also easily set alight and can easily blaze out of control pretty quickly.

Got one like this from Amazon recently. Previously had a Lidl one that died after about 3 years. This uses butane, Lidl one was butane/propane. Lidl cans are bigger but are 2.99 each. They do basically the same job, but don't expect either to last forever. I bought it mainly to control liverwort in between block paving stones, but I swear liverwort appears to be made out of asbestos.
Also good for lighting BBQ and wood pellets for my pizza oven.

what size are the cans? they look small but they could even be smaller than what they look against the blowtorch in the picture, could be a very misleading picture. LIDL had one recently at £14 but with one of these large standard size cans

The gas cans don't last long,
you have to burn the weeds in a particular way so that they don't regrow,
depending on the fitting, the gas cans can be really expensive.
