My uni used to have a very effective white noise generator in the library. It was unobtrusive, but masked all the rustling of paper and fidgeting of bums on benches. We complimented the chief librarian on having such a high-tech solution. He looked a bit non-plussed, then said "oh that - it's just the air conditioning"
