How long the cable is does not affect charging time. Quality of cable can affect charging time, but that's entirely different attribute to length.

According to one review it charges at 2 amps, so it will charge most phones at full speed.

Not quite true.
The longer the cable, the better the conductivity needs to be, to maintain charging speed.
