No, the ones in the Mrs' makeup bag. Nail clippers are allowed in hand luggage along with scissors having blades of 6cm or less. But I actually being a small pair of wire cutters in my bag for snipping the cable ties.

Cable ties are also good for 'sealing' your suitcase against pilfering baggage handlers. They're so cheap, you can put them on all the zipped pockets etc. and just snip them off with nail clippers when you reach your destination.
