Cities Skylines hasn't been in a cheap bundle - I suspect you got one of the Cities XL/XXL games...
Even if you did get this one, saying WHY you didn't like it might be useful to people, just telling us you think it sucks is kinda unhelpful??

Apart from it being one of the most highly rated city builders and has "Never" been in a bundle. We think you are confusing this with a different game.

Not sure if I was unclear, Cities Skylines isn't from the same series of games as Cities XL etc, it's from a completely different developer, it just has a similar name which has lead to some confusion before. It has a very different play style to Cities XL as well.
Still, it's only worth it if a decent city building game is what you're actually after. It's essentially the spiritual successor to SimCity 4 IMO.

If you enjoyed Sim City, the old versions (2000 etc), then you'd more than love this recreation of a classic with an incredible engine. For me, it was worth the full retail price, the complexity of the game, it is a very intelligent game that has been used by city officials to plan transportation systems in Sweden. It is well worth the sale price and you should give this a go as hours of fun.

Ahh that makes sense, still I can't see what improves so drastically, for 7 quid I could get Mad Max AND Unity, two great, amazing, long story games, I don't think I'll risk that amount of money on a continuation of the worst games I have ever played

Then MrCollective is correct. Focus Home Interactive make Cities XL and Cities XXL among others. This is Cities: Skylines, a completely different game from Colossal Order and Paradox Interactive. I've played the old Cities XL etc series and you'd be right, terrible games that the developer cared little for. This is the polar opposite, great game, backed up by a great developer. You should try it out at this price.

I used to play it on low settings with Intel Integrated graphics, but my friend couldn't get theirs to start.
