It's a good price for what it is - as I recall, the lowest price that pre-orders got for previous games was about this, then it tends to bump up on release for a couple of months.
Though, I imagine that most people who care enough to pre-order would want the legacy edition, which comes with the Modern Warfare remaster (this doesn't).
I've seen a few articles noting that pre-orders for Infinite Warfare haven't been good (albeit with other articles questioning the numbers). It might be worth holding out to see if they try dropping the price on the legacy edition to boost the figures.
