I didn't realise the centre was hollow - i.e. so you can put a bolt through from the underside! If you have a reversible drill you probably wouldn't need a lock nut. You would still need a chuck with 14mm capacity though (which would rule out a lot of drills).
FWIW I don't see any delivery charge on those e-bay adapters. £2.99 delivered. (£3.49 delivered for 2x in another listing).

These things will shake your arm to bits in no time!
Why would you cut the head off? Screw the bolt into the wheel up to the head put a locknut on the other side, but the thread of the bolt in the drill chuck, simples!
