It was a yellow sticker so I am assuming it is national. Three left in Tesco Extra Stockport. I havn't used it previously, so can't comment on the quality.
Interestingly 5kg bag was also £3.

Be aware that this does not last as long as 'ordinary' flour before going 'off' so only a bargain if you'll use it up within a couple of weeks
