First answer on the net was...
Go into 'GO Themes'
Tap on the Settings button.
Swipe over to 'Icons'
Under the 'Icon Style' section, tap on Theme icon and select your icon pack.
Next tap on the Dock icon and select your icon pack.
Then tap on the Folder icon and select your icon pack.
Finally tap on the Menu icon and select your icon pack.

I'm happy for you though am not entirely sure how this relates to anything I have said? Obviously CM13 has the functionality or you wouldn't be able to use them. I'm no expert, was merely warning that not all OEM skins will have the ability to use these custom icon packs but if you download a launcher for example Nova then you'll be able to use them. But not everyone wants to use a third party launcher.

Not exactly,running a CM13 rom and installed Materilistic icon pack and states no supported launcher installed but in Themes changer clicked on icons and there was the Materilistic icon pack,updated and have them icons now.

Great icons but the launchers are too much hassle for me they ruin the functionality of my phone and lag a bit. There may be a launcher that works great but frankly i cannot sift through them all. Great buy for what it is

You'll need compatible launcher and most likely a newish version of Android to run said launcher. Not sure how many manufacturer skins take advantage of these but there are plenty of launchers that support these. If you click on get deal to open the play store page for them you can see what launchers support them.
