Apparently that one they did find was hidden behind something else, and as the bags are so small they're harder to find.
No one knew where they should be in store (indoor or outdoor plants sections are opposite sides of the store) but the ladies were really very lovely and tried their best. They'll call me if they find them.
Thanks for posting anyway op, that's how HUKD bingo goes sometimes, you can't win them all!
