Found this one last night, seems to be a pricing error. Description says the pre - purchase should be 10% of (from £14.99), looks like an oversight.
Went through checkout and purchased at £2.25 so definitely works. Not sure if it's everyone's cup of tea though.
NOTE: This appears to be a permanent deal. Taken from steam store:
Owners of any version Hard Reset receive an 85% discount on Hard Reset Redux: All owners of any digital version of the original Hard Reset will receive an 85% discount on Hard Reset Redux. Heat added, I really like how they thank the buyers of their previous games (owning Shadow Warrior (2013) gives you also this discount).
If anyone is interested in this game, you can get it's predecessor for £2.29 included in the Reboot Bundle 4.0 @BundleStars which includes: Tropico Trilogy, Hard Reset Extended Edition, Combat Wings: Battle of Britain, Inquisitor Deluxe Edition, Zeno Clash 2, The First Templar - Steam Special Edition

It's not an oversight, you just stopped reading -
So it's 10% off if you don't own the original and you pre-order. If you do own the original it's 85% now and forever.
Although, if this works like other loyalty purchases on Steam, those who own the original should be able to buy gift versions of the new one at the 85% off price and gift them to people who don't own the original. So if you don't own the original but have a friend/someone you trust who does, it might be worth asking them to buy this for you.

Different developer. Different sort of game, aside from FPS.
But regardless, graphically speaking, its rather impressive, especially the Blade Runner (esque) world.
