If the DLC gear was more powerful than anything in the base game then it'd be labelled as "pay to win" and everybody would be annoyed. With your attitude as well it's a no win situation for developers.

No they could just NOT release DLC that rips hard earned money from consumers for absolutely negligible benefit, that'd be a better business practice.
Even costumes would've been better, rather than armour that if worn to end game would actually give you a negative experience.
