They're quite hard to compare, in my opinion. Black Flag was more of a pirate game which happened to have an Assassin's Creed twist than it was a traditional Assassin's Creed game.
Syndicate is far more of a traditional assassin's creed game, though with the addition of various horse and cart combinations which drive a lot like cars. I enjoyed Syndicate, it's certainly a better game than Unity due to a better story and more interesting, likeable characters (the whole twin thing works surprisingly well), but I didn't think it was as good of a game as Black Flag.
That said, Black Flag isn't just a good Assassin's Creed game, it's a brilliant game in its own right. To say that Syndicate isn't as good as Black Flag isn't so much a black mark against Syndicate, as it is a testament to just how good Black Flag is.
In summary, if you like traditional AC games, you'll enjoy Syndicate; don't be put off by Unity, Syndicate is better in terms of both story and optimisation. However, if you enjoyed Black Flag for the pirate aspects and you don't generally play AC games, you may find that Syndicate isn't your cup of tea.

This is a uPlay key, not Steam. Key sites almost always sell uPlay keys for Ubisoft games because they're cheaper.
