No it's not. You wouldn't be able to sell the gift cards for full price and ebay would then take fees from whatever you managed to sell them at. And that's assuming you'd be able to get 10 Amex cards, that each card would have the offer and then that you'd be able to sell all the gift cards you managed to get.

No, anyone with an amex regardless of who issued it is eligible for these offers. Different people however are eligible for different offers.
