Halfords are notorious for staff taking customers' orders. It's happened a few times to me. They usually either call to let you know the items are now out of stock, or even more annoyingly, they have the audacity to tell you they can't find the item in the storeroom/sold out, after you have taken the time and possibly incurred travel costs. At my local store they've even told me they tried to call me but there was no answer. Completely untrue. This has happened 3 out of 5 times, so me thinks its more than coincidental.
Probably a few thieving staff giving their colleagues a bad name. Although ulimately it's down to incompetent management.
