Not sure about Morrisons. But usually in the supermarkets they have a single pack of the multi buy deals at £6.67 to comply with the legislation. Which in reality means you get the same price without having to buy 3 packs - not so crap after all!

One might say Scotland have it better really. England, Wales and N.I have to fork out £20 to get the price per bottle where as Scotland can get away with £6.67.

exactly - but the proposed purpose of the legislation was to reduce consumption and availability of cheap alcohol, through not offering an incentive to over purchase and thereby restrict availability of cheap alcohol. However in this type of scenario it simply makes cheaper alcohol more accessible rather than less...
So for example if a single can/bottle is on sale for £1, the cheapest a 6 pack can be sold is £6, 12 pack £12 etc. However if you don't offer an individual single can/bottle option, your multipacks can be priced at whatever you want.
Therefore most supermarkets do not offer single bottles/cans as options, so you must buy a multipack - resulting in a theoretical increased purchase as you now have to buy the smallest available multipack rather than just one individual can/bottle if that is what you wanted.
