For just pure rust (not paint) on small to medium bits of iron and steel, just soak in citric acid (powder) and warm water.
Rust disappears, or turns to a mush that can be brushed off with a toothbrush! And no damage to base metal.

Unless you have a variable speed angle grinder these are very difficult to hold when used at standard (high) speed

I have used these in the past. Really not worth bothering with. Very unbalanced & causes terrible vibration - which is probably why they are so cheap now. I wouldn't use the again except for a very small job taking less than a couple of minutes.
