is the image stabilised lens only beneficial for fast moving action shots? could I get away with the non VR lens for everyday photography of family shots and outdoor landscape scenes

you are thinking the wrong way round
stabilisation is almost useless for action shots
what stabilisation does is to steady the image when you are using a low shutter speed such as in low light (eg indoors)
for action you want high shutter speed so its not needed so much
generally its not going to help majorly for anything that moves as you can hold the picture steady but your subjects will move when the shutter speed is slowed right down

does state you can get the VR lens for an extra £20 instead. Not sure whether to go for this as a starter into an slr camera.

How does this compare to the likes of the Canon D5 I keep hearing about, does anyone know? I have an age-old Canon 350 SLR which..... actually doesn't need replacing at all, but I'd like one with good video.....

It's just the newer version of vr, as a beginner it won't make any difference.

Newbie question but what is the difference between the vr and non vr lens? Some people seem to say one is better and some say the other. If I'm going for a d3300 what is the better lens?

VR allows you to take a steadier image at slower shutter speeds. However on this focal length your talking slower that 1/60 of a second. For many you can get away with not having it. A tripod or monopod would counter the lack of VR if really needed.
