I ordered The David Tennant Years last week but they have told me they can't fulfil the order and they've cancelled it ;-( This deal is no longer on the site either, only the DVD for £8.99.

BBC is running really slow with orders cos i ordered loads of stuff on the 18th in 3 separate orders and only one has turned up today so maybe its just taken a long time for them to send it you or have they canceled your order and refunded your money for it.

As you seem to be struggling, I will make my response easier for you to comprehend:
You may believe that the licence fee should not apply to you, I think you are (or, indeed, anybody is) foolish to believe payment has already been made to own a physical product such as this Blu-ray Disc set by paying to receive the original live broadcast of the same content it contains.
