Depends which aspects you wan't to compare, I have this and it's alright for what it is, which is a more flexible laptop with a touch screen which I never use and it is no where near comparable to a Surface as that has an active digitiser which is way more accurate. The image in the first post is very misleading as the pen included is nothing better than something bundled for free if you buy a smartphone case from eBay. The better comparison for would be a Lenovo Yoga laptop.

I've never transferred my name after buying on Dell outlet and haven't had any problem getting them out to replace parts or sending whole devices. Once I did buy 3 year support afterwards so that may have put my name on the warranty but other times I've just phoned them and arranged repairs or replacements.
As for tablets with digitizers/pens apart from the aforementioned Yoga p40 or Yoga 260, Lenovo thinkpad tablet 10 2nd generation, there were/are also a few HP models;
the pro slate 8 and 12 inches with pen that could also take input when you were writing on certain paper pads iirc;
the HP spectre x2; possibly the HP pro tablet 608, Fujitsus, Toshibas and some Chinese brands among others.

Seems like a decent laptop but 1.7kg without PSU for a 13" portable is pretty heavy.
I'd hunt around for an XPS13. Those pop now on Outlet and other places at around the £600+ mark.

I suppose you could view Dell support as OK. Once you get to a helpful person, and one with some command of the English language you will likely get some help.
The most annoying thing was their lack of awareness of the ghost touches issue and complete denial that an issue like that exists for this model. Dell support insisted it was a software issue, because their diagnostics could not detect it! They ended up replacing the LCD twice and the motherboard once. Sadly the touchscreen stopped working altogether after the first engineer visit!
I personally know another owner of 7347 who had the exact same problem. They replaced LCD, and the problem reoccurred shortly after.
We now have Dell kit at work. And their corporate support is slightly better. They tend to replace everything straight away.
Anyway. I now have 7359 and a glimmer of hope that it will be fine.
To finish off my rant. One word of warning regarding buying from dell outlet. Make sure you transfer your name to the warranty first thing after purchase. They won't do it automatically. And it takes a while to arrange.

I'm assuming this was refurbished. Right? If so there is a similar one available with a 3 year warranty at the Europc site linked to in post #10 for about £20 more ( £399 + VAT). Just search for 7359.
Just noticed that one is not FHD its 1366x768.

It looks like it has I'd been trying to find it myself but the only 7359 2 in 1 was a higher spec i7 cpu rather than deals i5.
I also tried finding the europc £599 with 3 years warranty that had been mentioned but couldn't find that on there either so I've given up for tonight at least.

Got 30 at work, they've been ok so far except for a couple where the TPM chip fails to start in win10 (two machines) - that aside they're not bad machines, I think they look a bit dated but I find them hard to dislike for cheap foldables. Decent price for them, they're a bit flexible but from what I've seen they're pcbs and a plastic chassis. Dell support are generally pretty pain free, time consuming but easy to deal with.

I actually find dell support OK once you fight your way through time wasting first line... generally they change whole parts, like motherboards completely..
However, this model, or at least its predecessor, was utterly decimated by the ghost touch problem, extremely common, and it must have cost dell a fortune, and yes, I had two and gave up.
No idea if this newer version is any better or not. But on the upside, the ghost touch issue tends to make itself known quite quickly, meaning a return is often the best solution. Don't expect Dell to be able to actually fix the issue, only really option is to replace it.
All that said, in the hand it is a very saucy bit of kit, and if you get a good one, it's lovely.

I have to agree re the warranty. It is much needed. Mine developed ghost touches problem (Google it very common) within first two months. Dell couldn't fix it for months. Their cs and support is dire. Finally they gave me a new laptop. Curious how long that will last.

These are lovely laptops. Beautiful, thin. Potentially a bit flimsy, the screen assembly is very lightweight, so the normal bad habit of lifting by the screen (just me?) is potentially dangerous.
Ok if you treat it right though. Good battery life. Lovely display. Slightly crappy trackpad.

In my opinion upgrade to SSD and i7 is worth the extra esp with the 3 year warranty.
If you want an i5 and regular magnetic HD I think EuroPc had that model to at £499 with 3 year cover.

Sorry should have been a bit more clear, if what you care about is the drawing/note taking aspect of the Surface then the only other alternative would be an iPad Pro as both devices have specific hardware that vastly improve that experience.
However if what you want is a convertible tablet then there's a bunch of them out there running Windows or Android starting as low as £100-150 and quite frankly I find the whole category rather dumb at it's so ackward and it's the worst of both worlds, a bad tablet and a bad laptop experience. Also you can just have that experience by buying any tablet and a Bluetooth keyboard.
If you don't care about the drawing aspect then just this, the Yoga or Dell XPS 13/Mac Air if you can afford it and just buy a small tablet like the iPad Mini for anything else.

Well, it's not cheaper. £132.22 to upgrade from an i5 to i7 (minimal performance upgrade) and get a 256gb SSD, which is not worth £132.22.
