It's fine, it's even in one of the FAQs on the xbox site! (although phrased as buying whilst physically in a different country, eg. business trip/move abroad). I believe it's just changing region to get free games that's frowned upon.
People have been doing it since the One was released and no comebacks yet.

I've read the links and mostly understand what to do, but when you set up a Revolut card, do you need to set that up with an address in the country you want to buy from, ie if I wanted to buy from Russia, I'd put a Russian address in, or do you just set up the Revolut card with your normal UK address ?

how do you go about getting from these places please ?
It shows how to purchase from Colombia but the process is the same for other countries. There are other ways to do this with using VPN's etc but the above method is what I used.
