Are these violets or pansies - the picture looks like pansies to me?
I have never heard of viola cornuta before.

It's a HANGING basket. It says to "Water at plant's base" It says to "Hang in sunny spot" Seems a lot of effort to get it down, place in water, wait until it's had it's fill and then to re-hang.
I would probably just let all this rain fall on it and not bother doing anything else.
