I've not used GamesDeal before, but they have about as good a price as any for The Witness on Steam. Obviously it's not released until tomorrow, so this is just a pre-order. The site says you will receive your key tomorrow if you buy before then.
Barring a physical release, multi-region deals look to be one of the cheapest ways of getting this on Steam.
Price says £21.77 but they have a 4% payment charge of £0.87 so price and title updated to reflect that.

Price for me looks like it has gone back up to £27.95. Instant-Gaming have it available for £23.36 here:

I also got a reply saying they are out of stock and will be resupplied in a few days (no eta). They also offered a refund.
I'm going to wait a few days as well before refunding since it's such a low price.

Being only on steam for the PC, from what i can tell, it's impossible to know if this price is a deal or not.
In terms of the game itself, I've heard lots of folk raving about the graphics, but i just cannot see it myself. Whilst the style is unusual, it seems very simplistic and hardly makes for an immersive experience. Although i cannot comment on how good the puzzles are, I do wonder how good would they have to be to justify a 20-25 hour puzzle game with 10 yo graphics when compared to a AAA rated 150+ hour game that was pre-ordered for £1 more - I'm talking about Fallout 4, but it could equally apply to DA:I and any number of other major titles i've played in recent years.
I sense i'm almost alone here, but i am not convinced that this is the amazing deal most others seem to believe it to be.

Not sure how you can say this has 10 year old graphics in the same sentence as fallout but there you go. I haven't played this yet but suspect i will, I hate that so many peoples notion of value is a games length. When Ori and the Blind forest came out last year i actually felt guilty they were only charging £12-15 (forget the exact price), even though the game was fairly short, about 8-10 hours first playthrough, i felt the graphics, music and gameplay were such that it probably commanded a higher price tag.

Well it's £29.99 on Steam so I'd say it's pretty easy to know whether it's a deal or not.
Not gonna happen till "maybe" Xmas, this is considered a 50-100 hour game
