These convert all electricity into heat with the heat rising. Fan heaters blow the heat in a specific direction and a small amount of energy is used to power the fan. Oil heaters take a while to heat up yet hold their heat for a while when turned off.

I have one of these and as mentioned they basic and can take a while to heat a room up, but once up and running they fine. An oil filled radiator is more or less the same. The only good thing about them is you get even heat distribution of heat, so you can sit next to them and warm up whilst with this one, heat is mainly dissipated upwards and you have to basically wait for the room to heat up.
Measured one a while back on how much electricity it actually used and cost of it, will try and find that.

i have fan heaters, oil heaters and one of these and I can say without a doubt that these are the least effective. mostly because of the way they are designed, the head goes straight to the ceiling and it takes forever to warm up a large-ish room. with fan heaters the air is blown side ways so more of a chance to spread evenly in the room before rising and IMO oil radiators are the best. the heat spreads more than a convention heater but there isn't the noise that is associated with a fan heater. also, fan heaters for some reason break more often than the other two. if you can afford it, I would go for an oil filled radiator (if you have the space as well)

Considering electric heater is effectively 100% efficient, any comment is likely to be related to the economy of fuel unit cost (e.g. heat output obtained from say £1 of electricity compared to £1 of other fuel).

I have no experience of this branding but it looks identical to the generic model I purchased few years ago where the rotary knob seen on the left of the image was the true user-variable thermostat and the upper left two horizontal rocker switches set one of three user-selectable power levels (750W, 1250W or 2000W).
