It would be classified as a kit car/bike and would need registering on a Q plate but not until it has had all the extras adding onto it like lights, reflectors, horn etc etc then it will have to pass the mot and get taxed.
May as well just go buy a moped.

These are great if you want to ride it once, then leave it sitting in your garage looking 'pretty'.
From what I've seen, it's a massive gamble if you want more than that.

You can register and then MOT a bike with no lights at all (not even a brake light) f it is only used in the daytime. A reflector is not required unless front and rear driving lights are added. Basically its all lights or no lights.The only thing that is required is a Horn. It's advisable to add a brake light (do it after the MOT).

I've MOT'ed 3 bikes without any lights whatsoever...perfectly legal to MOT a bike for daytime use only with no lights.

People have road registered road minimotos (much smaller than this) in the past - though only seen it with decent ones.
Certainly agree it's not worth the hassle for something like this.
Also not uncommon to road register pit bikes - my bigger pit bikes are a similar size to a Honda MSX125, which is sold as a road model, though with more weight and less power than my 140/160 pit bikes.
