I suspect these are 'enterprise' edition Surface Pro 4's
You cannot register the device as a 'personal use' device on a personal Microsoft account.
I bought a Surface Pro 3 a few weeks back on Gumtree from a guy who bought it for his business and just didn't like it so wanted to sell it. It was boxed and I got the business details but I cannot register as the serial is a 'enterprise' serial, when you register you get told that you can only register though the Microsoft business website.
The Surface works great, can use for personal use on my personal Microsoft account, just cannot register it but it does show on my Microsoft device list at Microsoft.com
So if you do get one, beware that this could be the same.
It would explain the price though, Misco sell 200 of them and they get heavy discounts but Microsoft offer the discount to corporations, not for resellers.

Interesting, I bought 18 SP4 I5 4GB 128GB models direct from Microsoft business with "Microsoft Complete for Business" warranties.
My SP4 serial registered fine on my personal microsoft account. (you have to register them to get access to the recovery image downloads)
Would be suprised to see the 8gb model sold for this price. paid slightly more ex vat for the 4gb models.
Bear in mind though. still teething issues.
All of them have some degree of back-light bleed, (not that bad unless using it in a dark room)
Various sleep issues. (not waking up, not going to sleep properly)
I've just had 2 of them replaced and our reps have only been using them a couple of weeks.
The SSD died in one and the other got stuck in a boot-screen loop, So make sure your saving to OneDrive or some other backup service/device.

Looking at the MS product code listed on the Misco site on Google returns a lot of sites with it listed as a demo product.

MISCO actually lists this as "Pricing Type Demo, commercial " so it looks like it is just a miss-listing.
Still, nothing ventured ...
So looks like demo units then, a bit like the recent Currys/PC World sell off with the difference being these are new demo units. Not a major issue to those who bought the other demo units as a reinstall is easy enough wiping the demo code - at least it was easy on the Surface Pro 3.
Not interested myself, but you are protected with a credit card or Paypal so its maybe worth a punt as its a great price.
But the demo commercial to me confirms that these are 'Enterprise' edition machines.
Also linking in the EHS / 4yr warranty, this is a corporate insurance as the retail offer does not cover 4 years

I purchased one of the demo units from currys, registered okay with Microsoft and showed remaining warranty so can't see why a brand new unit would be difficult to register

Also right at the bottom it mentioned demo/commercial. Can anyone clarify exactly what this means. As in limitations to its use? Or can you factory restore/wipe and have it good as new??

Misconduct are a huge IT company and are on a national Contract in scotland for LA etc.
Or just as likely 128gb SSD with 4GB RAM but either way at this price it would be a bargain (even though it is sans keyboard). Sadly too good to be true.

Not sure if the pro 4 is different then.
When I put serial in the website said i needed to contact Microsoft business as the device is a 'enterprise' corporate device. When I go to the Microsoft business webpage, I can download the drivers for creating a personalised recovery and I can see the extended warranty, but I cannot register to a personal Microsoft account.
I am not too bothered as I will only need to contact Microsoft if something goes wrong and sort it out then

I risked it, asked for next day delivery and it has just arrived.
I wish....true reality is that after I checked companies house, and decided that although I was going to let it ride and take the gamble, I would give them a ring. Order was on credit held, even though paid for, and when speaking to the credit department they informed me the units were demos and not for resale....full credit immediately received.
Nothing ventured...nothing gained :-)
