"show me how you'd get these contents for less than £10 then" - I couldn't. You wouldn't be able to find most of these contents for sale other than in overpriced collections like this.
"a lot of them have some suggestion of quality based on being award winning products in their categories" Are the awards specified? If so, are they worth spit?
Equivalent products? Try any of the many supermarkets available.
"especially as it seems you haven't tried any of them out yourself" I've experienced similar in the past - misguided, but well meaning presents.

show me how you'd get these contents for less than £10 then. They would need to be all practically £1 items, and as i pointed out, a lot of them have some suggestion of quality based on being award winning products in their categories.
I mean sure, if you go for the whole 'cheapest, no brand option' on all of these things you could get it for a fiver maybe, but then i doubt you'd feel so good giving that as a gift to someone as you might this selection.
For what is in this selection based on how much they cost separately its a good deal. Unless you can point people to where to buy these things cheaper of course. Whether you perceive these things to be worth the asking price for them separately or in this hamper is neither here nor there, especially as it seems you haven't tried any of them out yourself. This is the cheapest price at which they can be bought, hence, deal.
That said though lakeland are pretty terrible in pricing other stuff - popcorn kernels for 49.8 per 100g. (13.3p per 100g in tesco currently!)

I can't see how you can even get close to £20, but if you'd be prepared to pay £5 for the tray, that looks like it's made of badly finished ply with a thin layer of paint, then maybe we just value things differently. The contents remind me of John Harvey-Jones' (ex ICI and BBC's Troubleshooter) advice to an ailing cider company. He told them to put it in a flashy bottle and triple the price. Their sales went through the roof.

Sadly, not even worth the reduced price of £9.99 - check out the normal prices of the equivalent individual items anywhere but Lakeland.

based on normal prices (tricky as many of these items are of smaller gift sizes that cant be bought individually) its worth just under £20 if you were to buy all the items separately.
Now all the items here seem to be good food award winning products but they are very expensive for what they are, and the small sizes seem like an attempt by these smaller companies to get more people to try their product and buy more quickly, rather than anything that'll last for more than a short tasting period.
theres a wooden tray too, which is probably about 5 quid to get separately, so around £25 quids worth (if you want all these things of course)
hence hot.
