Just spotted this in an email from PayPal. A nice little discount, cheaper than I would usually pay from CDKeys. Limited time and presumably payment via PayPal only!

For a limited time, spend £20 on Xbox Gift codes and get and extra £5, giving you £25 in total.
Get games and entertainment for your Xbox One, Xbox 360, or Windows Phone.

*Music: Only for purchase of individual tracks and music pass on Windows 8.1, or music pass on Xbox One (Xbox Live Gold required).

Support person (sounded UK based), said that as it was a digital purchase which could be used anywhere in the world, theres an extra layer of security. After confirming a few security details and that the purchase was for the £20 gift (£25 with 20% discount) he said he'd fixed this on my account and to try again in 15mins.

No you cant!!
You can purchase items from the UK store with your UK credit.
To buy from other regions, you need to purchase the credit from that regions store!
Try re reading your link to buying games from other regions, it even explains in there that you have to purchase the credit from the region you want to buy the game from. So you cant use UK credit in the Columbian store.

Just had another 30 mins of unsuccessfully trying to purchase this - "We're sorry, but we can't send your payment right now" error.
My Paypal accounts fully verified (15 years), linked to bank account and credit card which hasn't changed or expired. Used it recently too, no problem. Tried changing primary payment, primary email, connecting mobile data and wifi, laptop and iphone, different browsers, incognito etc..
Scoured the internet for a solution, but found many who've had the same issue and are equally frustrated with the not very helpful error message.

I had the same problem, called Paypal support and they adjusted some security on the account and asked me to try again while they were on the line, it worked so perhaps anyone getting the 'cannot send payment' message has the same issue and a call to Paypal support should solve it, hope this helps.
Support person (sounded UK based), said that as it was a digital purchase which could be used anywhere in the world, theres an extra layer of security. It worked a treat....
However, Paypal asked for it's random verification by phone where my BT Call Guardian (from another UKHD promotion, hehe) blocked the usual suspects of PPI and automated calls so I was initially blocked from completing the transaction. After 10 minutes on the phone with Paypal, clearing browser cookies with a few tweaks at their end end allowed the transation to go through.

W1zz, you were saying you can get 12 months live from cdkeys for a shade over £20, that is usually correct but at the moment it is £29.99 !!!! as i am looking for 12 months gold the best i could find was about £25.99.... so no joy there then, i will wait until price returns to Normal.( a little bit cheaper with some sellers on ebay, but look at feedback and found unreliable and selling stolen codes and the purchasers got banned after trying to redeem codes)

Wrong time of year to buy with the Christmas period! People either want a new sub or their expiry date is this time of year due to getting their machine for Christmas. Once you get going it's an idea to stack subscription around may when prices get down to £18-£20 mark.

Im pretty sure credit does not expire unless its promotional credit. As these are actual xbox gift cards they should be fine. If you are unsure of any credit you have commerce.microsoft.com is the address to go to to check.
Depends who you get I think - I've just called them and they asked me to try again in half an hour. Didn't seem to understand what I was asking about...
