Your right, it's the plastic wheels that spin on them selves when the child tries to pedal.

for a start its cheap Chinese rubbish. the pedals are on the front wheel. kids can't pedal these especially whilst riding. I bought one last year for £10 too c+c but it never got played with. it's just confusing for children but hey ho if you don't want your kid to be able to ride a bike properly ten fair enough. buy a balance bike instead ideally.
