Does it matter? The info is out there. I didn't have a clue how to do it last year, we're just helping someone out. If you don't want to help, that is up to you. Regardless of who wrote the guide, it's the same for every region.

I changed my region so I could buy from Russian store. Never again lol. Can only change region once every 3 months if I remember correct.

No need to do anything on the console, just change region on the website although a VPN is required for some/most.

You can change the region of the store as many times as you like, sounds like you were changing the region of your actual account which you can only do a few times a year.
At the very bottom on the left it will state the language and current store, click that and then select the country you want from the list.
