By the way this is the answer i got from tesco's I'm sorry to hear you were not given a frozen bag when there were some behind the cashier. I can appreciate how disappointing this must have been.
In no way are our staff allowed to give any bags away free of charge. I understand you have mentioned you witnessed this, however is it possible that the customer was replacing a faulty bag which is free of charge, or had scanned the barcode on the bottom which automatically registers on the till.

I have seen a cashier giving one yesterday to someone that didn' t buy any frozen, so today i brought my frozen stuff and asked for one and she had the cheek to lie on my face saying that they run out last night and was a few behind her, i felt that i was treated unfairly no wonder i rather go to morrisons or sainsbury.

Had them piled up high in a big box in freezer aisle in my local tesco express store. You have to pick up the bag and have it scanned.
