This, I don't get.

I kind of do for physical gadgets and gizmos which inevitably just end up in a drawer doing nothing, but for some reason, it seems to make less sense to me to buy a digital album I know I'll never listen to?

Not sure why, still shows as 99p for me on mobile and desktop - maybe try searching for Seal and see if it comes up that way?
