In some respects (4g, bit more ram, higher MP cameras, newer version of Android) yes, in others (slower chipset, lower memory bandwidth, no Wolfson audio DAC, no gyroscope, less internal memory, no mhl output) no.
Depending on what matters to you most, maybe consider it a more up to date sideways step.

Only 8Gb internal. I'd rather have the P8 Lite or Wileyfox which both have 16Gb with 13Mp cameras for around the same price.

Not a bad spec for under £130 and Samsung but I have no faith that Touchwiz wouldn't cripple it (most people won't, or won't even know how to, change launcher).
f1.9 camera? That's promising, 99% are f2.0 plus.
