I very much doubt it as the normal Java minecraft is £17.95

Sign into the apps store on Windows 10 and you will get a code and you can redeem it
You can play minecraft beta on Windows 10 while another is on the Xbox in the same world

If you're thinking of getting this for your kids, don't - get the proper version. Almost everything kids obsess about on youtube is mod based and this version is no good for that. This is just like the phone/tablet version on a PC, but less easy to play.

Proper version is available from mojang direct for £17.95 at https://minecraft.net/store - once you've got that you can get started on the mods etc. Also, I think I'm right in saying you can get free access to minecraft for windows 10 included with the regular version.
The only thing going for the windows 10 version is that you can join in games easily from your mobile devices (providing you have the pocket edition already). If you kids are into diamond minecart/stampy cat they'll be wondering where everything is with the windows 10 version.

It has even less features than vanilla Minecraft, they just released basic redstone!
