How can they charge you anything for a return? Do the Consumer Contracts Regulations (Distance Selling Regulations) not apply to them?

Yes, but that doesn't specify that returns should be paid for by the seller, unless items are faulty or not as described. In which case returns to Bargain Crazy are then Free. With clothing, people tend to buy and return when the fit or style is not quite right for them, it's right they should pay for that return.
