Accommodation is good, well located in the tourist district, though last time I was there out of season, a lot of the restaurants and bars were closed - and I mean closed for good. Paphos reviews - Bar Street
Not a problem if self catering, but it all looks a bit depressing.
Plenty of good walking to be done, but a car is essential.

Maybe marginally. I went to Cyprus in early November last year, and it was dark by 4.30pm-5pm, pretty much the same as in the UK. Still a great deal though.

I guess you're right if you just want to sunbathe, but it's perfect weather for walking and outdoor sports, and you get a lot more daylight hours than in the UK.
