NO it hasn't been fixed, they re-released it and then it was found it is still a PoS. They then released a statement saying sorry and they will address the consumers on what problems they faced and what they can't fix in the near future.
As for now, all refunds are open until the end of the year.
Avoid.

For those having issues add more RAM to your PC, as I've noticed with 8GB it has issues and with 16GB it runs fine

bought it for the extra games from cdkeys. went for this version over the regular version to play the batmobile tracks in the future. my desktop is 32bit for now, and only has a 512mb radeon hd 4670 so no chance. my laptop with no dedicated gpu is 64bit, what the hell, give it a try. result is ive not seen the game yet. dropping to 320x240 actually runs at sideshow pace of 1fps max. even the menus. so looking like quite a few gpu upgrades before I'll play this game.

Wouldn't risk it. Doesn't run well at all for me on an i5 4670, 8GB and a GTX 970.
You will not get a refund through CD Keys if you have poor performance. As someone else has suggested, buy on Steam and refund before the end of this year.

TIP.
Theyre offering free refunds till the end of the year no matter how much youve played it but only on steam versions. Buy it on steam, play it to your hearts content and then ask for a refund. Free game.

I'm playing the game on Windows 10 on a system with 8gb of ram, an i5 and a 750ti. With everything on low it is playable, but lots of little stutters and judders creep into the game. After about an hour I have to reboot. This is on the most recent version. It's playable for me, but not as it should be. The judders affect gameplay, for example when you're chasing people down in the Batmobile. If you don't have any of the Arkham Games with those included it may be worth it, but if you do have the games I'd wait it out to see if they bother fixing it properly.

There's a problem with Windows 10. It utilises 12GB of VRAM lol. But seems to work perfect on my rig (sorry Nostram) now. Only freeze/stuttering is when jumping into the Batmobile. It's a real shame for most, because the game is absolutely fantastic.

Got this free on release with my new GFX card, and never really had a problem with it, although to be fair, I haven’t played it that much.
On a separate note, am I the only one who cringes when a PC is refered to as a ‘Rig’?

I bought this last time it was on sale and found the frame rate to be extremely unpredictable so I'd recommend capping the frame rate to 30 with adaptive vsync on and playing with a controller. I have a 2500k, gtx 670 and 8gb of ram and have most of the settings on high besides the nvidia exclusive settings and the texture quality as they eat up 2gb of vram for breakfast.

I've played it for 40 hours, it has a micro-freeze every two minutes (like its doing some sort of garbage collection) aside from that its fine.

Good luck getting it to work on your rig. Cold from me because for most people it's still broken. Steam have removed it from their store because of this and most people who bought physical copies are being urged to return for refund.

It´s still brolen on some machines. I can run it tho, at 1080p, almost constant 60fps with my Radeon 290.

I was able to play through the entire game on medium settings only a few weeks after release using an R9 270x, It's playable but frame rate still dips when gliding / in the batmobile. Obviously the price will drop even further so unless you're actually after something to play I'd wait instead.
The story + a few side missions have me logged at nearly 15 hours before I decided to play other games. None of the season pass content has been released yet though.

The game is not broken it plays perfectly fine to me, only issue is that it needs more optimization for lower spec PCs

I had it at launch, and only experienced 2 crashes. Both my own fault when trying to use ShadowPlay whilst playing a Batmobile section (lots of frames being thrown around).

Its a good game. I've played it and don't bother with reviews from people that just read rubbish. Heat added

Which is why they are selling at such a low price. An attempt to unload all the stock that no one is buying because the game does not work.
firstly I said pre 5%, so that's £12.34 with code (95p). and secondly I said before re-release so that's 28th October... I suggest you use the time you save by not reading things properly to unbunch your knickers ;-p

Voting cold over what? A price that was about probably months ago? You vote cold or hot for the price as of now, and if you can find a better price today for this premium edition and not go off a price 2 months back. If that's the case then most posts on here will hey voted cold all the time as there are always prices lower from the past. Also voting cold over 30p as well... Wow.

Also purchasing this Warner Bros will be adding Arkham Asylum, city, origins and Blackgate to your steam account in early December for free. so £13 is a steal for all of that!

From what I've heard it has, it got took off the market then put back on as being 'Fixed' but I didn't get the game myself but my friend did and he said it has been fixed.
