I can't comment on TripAdvisor as I've never used it myself mind? (though I'm assuming its NOT quite like that of ilk Google Maps & the like?) .. but as far as I'm aware at least, Google Maps is NOT capable of going into any 'offline' Maps-Mode at allllll?, or .....

Worth also trying an app called MAPS.ME. It's free, allows you to specify which offline maps to download, has good POIs, and the navigation works well too.

This is a decent app and have used a few times whilst in Europe. Of course you can download areas in google maps before you travel, but you won't have your starred points of interest as you need to be online to access those. In this app you star using various colors. And for 10p...well.

Try OSMAND Free (10 maps) or the paid version (+) about a fiver for lifetime with all world maps plus wiki entries that turn it into a pocket guidebook, Hill shading and a Contour lines plugin. Car,bike and walk modes. Loads of options. All offline. I use it as a voice turn-by-turn satnav as well. It's not perfect but gets better everyday.

HOT! Well worth a few quid, let alone 10p.

The search facility isn't the best but OK considering its offline. Combine with caching TripAdvisor cities and you have a decent travel guide.

Try OSMAND in your area. It can take a bit of configuring at first but should be just the job. For more info look at the OSMAND Google group.
You can add favourite locations easily and even add photos, videos or audio notes. To convert TomTom poi to gpx for import into OSMAND I use Route Converter on my laptop.

NOT everyone has a means to an 'Unlimited' Data-Plan of what would DEFINATELY be needed in light of the/any alternative, & stuff?, so ..... (each to their own I guess?).
