How is this better than a £1.50 jobby off eBay?

A Google engineer spent some time testing a lot of USB-C cables, some are badly made and can end up frying your equipment. Here's his amazon reviews page for all the cables and adapters he tried, if you're interested. amazon.com/gp/…7ZA

In short with the wrong cable in the wrong device, you can fry your device. USB-C allows for more current draw (up to 3A in dumb-charging mode) and if your charger can't supply that much current it needs to handle the situation properly. For instance a laptop could be damaged by a cable that doesn't tell the USB-C device to draw a lower current. One of those 40W+ multiport USB chargers would probably be fine.

I've hooked a cheap one up to my two port cigarette charger in the car, seems to charge my honor 8 ok if a little slowly.

Did you not answer your own question? The £1.50 one from eBay is jobby.
I used to think a wires a wire and over time bought about 10 cheapies from different sources on eBay. Some get a bit warm when charging, some take longer than others to charge and some don't connect to the phone that well. Then I bought a pack of 3 branded ones (different lengths ) and all connect & charge much better than the cheapy ones.
After all most of us have phones costing £200+ especially now with non replaceable batteries so why would we want to connect a bargain basement cable to it everyday.

Has this one passed the safety tests for being spec compliant?

The Google Engineer gave it a 5 star review so I guess it's pretty good.

Does this website hit you with import tax or is the price shown the price you pay?

I ordered multiple times for them, and by choosing the free delivery I never had to pay any import taxes. Just takes a few weeks to get here most of the time.

If I missed anything for the price to be that low, let me know.
