Typically modifying defualt.cfg in an idTech engine is considered bad practice. A recommended way to do this is to make a new cfg file called "unlockall.cfg" or something in the base folder and then fill it with all the "give" commands and the allow console command. Then you can just add "+exec unlockall.cfg" to the steam game launch parameters instead allowing a modular load method.
If the files are in the game, and they go onto our PC legally, what we do with them is up to us. We paid for the game afterall.
Even assuming the FBI was going to come after anyone for not breaking laws, I would wager 50% or more of the people who followed this guide aren't from the US, and the FBI wouldn't have any real way, or reason, to go after them (again, for them not committing a crime to begin with)
