Report a translation problem
That should work fine as long as Steam knows where to look for the new library. Create the new library folder and then, in the top left corner of the Steam client, click "Steam" > "Settings" > "Downloads" tab > "Steam Library Folders" button. Add any and all Steam libraries across all your hard drives (i.e. C:\Program Files\Steam\, D:\Steam\).
If you move games across you may be prompted to re-verify the files next time you go to launch them.
Or you can go to Steam>Settings>Downloads>Steam Library Folders and set it up yourself.
After you have set up a new drive, the easiest way to move them can be to just delete them and redownload them to the new folder.
You could try to copy the game folder over before you delete and redownload the game if you have slow internet but I haven't tried that.
You should be able to choose from a drop-down list.
But I believe you can only have 1 library per-dirve
